OS-23: Out-of-Level Norms Reporting

DESCRIPTION

The procedures for out-of-level testing are described in the Teacher's Guide or Examiner's Manual. This service allows the reporting of out-of-level norms on the scoring reports: it does not generate a separate report

The grade that you indicate on a Class ID Sheet determines which grade's norms tables will be used in the derivation of the students' National Percentile Rank scores.

With on-level testing, your choice of grade is generally limited to one or two possibilities for each level.

For example: For CTBS Form K, regardless of which Level from 9 to 14 is administered for the class, with Out-of-Level Norms Reporting, you may relate the students' performance to any grade from 3 through 8, for Fall, Midyear or Spring semesters. In addition, Level 14 may be used with norms for Grade 9 (Fall, Midyear, Spring), and Level 9 may be used with norms for Grade 2 Spring.

If you are testing out-of-level:

  • choose OS-23 on the Order for Scoring Service
  • fill in the "Out-of-Level Testing" bubble on the applicable Class Identification Sheet(s)
For orders that do not include OS-23, two situations might arise during the processing of the order:

  1. If we encounter student(s) who are clearly marked as out-of-level (e.g., a CTBS class using level 10 and coded as grade 7), we will automatically add OS-23 to your order and process the class(es) with out-of-level norms reporting.

  2. If we encounter a class whose grade is not on-level, and where there is some confusion about the "correct" grade for the class (e.g., the students have written "grade 6" on their level-12 answer sheets, but the CTBS Class ID Sheet is coded as grade 7), we will revise the grade on the Class ID Sheet, to be the nearest on-level grade (in this example, grade 6).
If your students are tested out-of-level (e.g., tested with level 10 in grade 7), then this can limit the information available in these item/skill analysis reports (when ordered):

  • OS-5 - Group Item Analysis
  • OS-5G - Group Skill Summaries
  • OS-6 - Individual Item Analysis
  • OS-7 - Skill Summary by Student

If OS-40 is used to select building/system averages for any of these five scores:

  • Number Attempted
  • Percent Attempted
  • Raw Score
  • Percent Correct
  • the Chance-Score Indicator
and if the grade contains students who were tested with more than one level, then the averages for the five scores will be left blank on the Building and System Averages Reports and on the following (when ordered):

  • OS-9 - Building & System Averages, Sorted by Grade
  • OS-19 - Special Group Averages
  • OS-24 - Male & Female Averages
  • OS-34 - Extra Set of Building & System Averages

For example: With CTBS it is not appropriate to report an average for the Raw Scores when levels 10 and 11 are both involved within one grade.

SPECIAL NOTE

OS-23 requires special coding of the Class ID sheets.
